Yes. Sand flies and mosquitoes can be a nuisance in Roatan, especially on calm days with little wind and when conditions are damp. Preventative measures help, and a few simple habits go a long way.
In our experience, West Bay has fewer sand flies than many other areas of the island. Nearly all hotels there rake the sandy beach and pathways. Sand flies live and breed in the sand, and raking disturbs their habitat. This is our opinion and not a scientific study.
